The Commission began its work in November 1992, and concluded work in April 1994, producing two interim and a final report that includes several annexes of investigations. On the basis of their investigations, the Commission concluded that indeed breaches of the Geneva Conventions and other grave human rights violations had been committed. M. Cherif Bassiouni, a native of Egypt, immigrated to the United States in 1962. In 1964, he began his teaching career at DePaul University College of Law. From 1975-1977, Bassiouni and University of Chicago Professor Morton Kaplan drafted a plan for Middle East peace. The plan's essential tenets are reflected in the Camp David Peace Accords.
